50% of those collisions were not driver fault, so toss those out. A reduced speed limit isn't going to eradicate collisions where the driver isn't at fault.

And of those 95 fatalities, a reduced speed limit on residential roads that would be affected by dropping the limit from 50 to 30 would not have prevented a single one.
