I'm not privy to the proposed legislation and have been unable to find it online. From the article, though, it seems that "fair use" rights are being targeted. For the unitiated, much background on fair use and Bill C-60 (tabled in 2005) can be found here:

Fair use allows users, such as Mean Mr. Mustard, to make private copies of certain copyrighted works. It allows you to rip a CD and put it on your Ipod. It also allows you to copy a song from a friend.
The proposed changes also look at Technical Protection Measures (TPM) such as Digital Rights Management (DRM). This is the crap like the Sony rootkit debacle that seeks to prevent you from copying CDs but ends up just making your disks unusable in many machines. The law would make it against the law to circumvent TPM and DRM.
