Anywhere near the ocean has no water scarcity problems. Desalination at $1-$2 per cube is very affordable.

Farm irrigation is definitely an issue with the water table issues in California but water for humans is not.

For Calgary you would just increase resivoir sizes and decrease flows so that net out is equal to net in. You flow less water to the ocean.
