It's why they should at least consider feedback that they're getting. The system is clearly isn't an issue in the US where we copied it from. Lumping all the alerts as if they were all the same isn't the best solution.
There are legitimate complaints about the alerts going off multiple times waking everybody up every time with a blaring alarm. Once in English. Another in French. Another for an update an hour later. And another for the all clear 2 hours later.
Ignoring complaints and feedback is probably going to condition people to ignore them outright or hack around the alerts but they shouldn't go to 9-1-1.
