Again yes, the Alert Ready systems in the US has 4 buckets/tiers. The CRTC decided that the warning for the every other week amber alert is the same as a incoming nuclear strike warning in Canada.

You can disable ALL presidential (and therefore, these amber alerts) on your Android phone by disabling the "Emergency Broadcasts" application.
You need to be rooted to do this, once you are, there are a lot of tools for disabling, for removing any apk you want. I used titanium backup in my case.
Rooted Users detailed instructions.
Root your phone (I can't really help you with that, there's a thousand different ways, and it differs by phone)
Install an application that'll allow you to disable/remove any .apk, this operation requires root access. I used Titanium Backup, but there are many apps that do this.
Locate the "Emergency Broadcasts" system application (com.android.cellbroadcastreceiver).
Backup the app (if you can, it's tiny and better safe than sorry)
Using whatever app you chose in step 2. Disable/Freeze/Uninstall the "Emergency Broadcasts" application
Enjoy no more Presidential Alerts
Note: This will disable ALL emergency alerts of all types on your phone.

without a link/photo in app the information is so vague as to be useless.
The alert is so loud and obnoxious I turned it off by reflex so the babies can get back to sleep without developing PTSD.
Without an in app history for reference it's useless. sure I found this thread thanks to google search, but most won't (only 198 of 15,000,000 comments before it was locked)
Don't abuse the system; separate alerts for a "problem solved" are inappropriate.
Just use an email subscription service so normal "Do not disturb" rules apply, photos can be linked, etc.
Should the gov. ask Google to prevent disabling the service I will root my device, or otherwise protect my Human Rights (like freedom to sleep at night).
PM /u/elatllat if you want help setting up email alerts for amber alerts.
adb shell pm list packages -d | grep cellbroadcastreceiver
Will list the package name if it's still disabled (replace grep with findstr if using windows).

Then find your carrier and open the carrier.plist file inside. Now expand root, cell broadcast, alert types, presidential and it’s all there.
I haven’t tried it yet as I don’t feel like risking my jailbroken XS but I’ll try it on my 6S when I get home.
Also, #### Canada for not letting you disable this in settings like you can in America.
