You’re getting far too caught up on the loose “nuclear/presidential level” definition you’ve applied to it. That definition isn’t relevant to Canada, as there are not levels in Canada.
As has been pointed out, not only is there already a set criteria to get to a mobile alert (which includes imminent danger to a child), but it’s also geomapped and has shown success.
Pretty much zero reason to adjust it. “But I don’t waaaaaant it” isn’t all that meaningful.
