You have to completely cross the blueline on entry.
Only once you've brought the puck over the blueline completely, do you gain the width of the blueline to the offensive zone.
The blue line is always part of the zone the puck is in. It widens the neutral zone before the team gains entry, and it widens the offensive zone once the puck is brought in across it.
