The gardens is being turned into a Loblaws (Superstore) type deal. As for it being open, I'm not to sure, though I definitely woulda loved to see the HHOF moved to the Gardens instead.
As for TO... there isn't really much to do. HHOF like everyone said is a definite, CN tower is pretty good for some views. Niagara Falls is an hour or 2 away. If you're into Aviation, there is a museum there.
Can't think of much else off the top of my head.
