Yes. Because he knew in the end it all works out, as he went back in time after ALL of the events of the first 22 movies takes place. Steve would have been content standing by as he knew the only way to change things WOULD be to interfere and cause a timeline split.

Just as Strange knew that giving the stone to Thanos would lead them to Starks last stand and finger snap. It wouldn't be easy, but it would be the right thing to do. And Rogers was all about doing the right thing.

I think anyway, if I've got that right lol. Time travel always throws an extra loop into things.
