Just wanted to throw this into the conversation, linesmen are allowed to identify and report major penalties to the referees.
With both referees not making an initial call and / or raising their arms, I am fairly certain that one of the linesmen made the call and provided the information to the refs (in the 4 man officials conference ) that led to the major penalty.
