It's a tough call because two different plays by two Vegas players caused it. On their own neither play deserved anything more but a two minute penalty max. But together those two plays (crosscheck + tackle) resulted in Pavelski hitting the ice defenseless and head first.
It's a case where you can't assign blame to one individual but the result was brutal and imo had to be punished.
