There's a public education system. Everyone is welcome in that system. It's paid for collectively. That's the 'public' part. Like a public park. Or public transit. Or a public library.
Then there are private schools. They get to determine who can and can't enroll. They charge money. People are willing to pay more for those schools because they're perceived to offer some value beyond the public system.
If you opt out of the public system because you prefer a private school, what is the public interest in funding you? Should we start dedicating government money to private gyms and golf courses too - after all, the people who use them pay their taxes.
