The bill has been in the Senate for nearly a year - that is very unusual. Now they want to go on a road show? They are delaying it until its too late for the bill to get thru Parliament before the summer break.

Like I just noted, nobody even knows what projects Bill C-69 will apply to - and most of those things re consultations, emissions, and ministerial powers already exists in the current CEAA 2012. Granted downstream emissions and gender are not - but none of those considerations explicitly kill any projects (once we know what they are).
