That's not really true, especially this season when BC and BU both really struggled.
In fact, of the 16 teams to qualify for this year's NCAA Tournament, ECAC has the most at 4 (including Harvard). Hockey East has 3. This season, only 4 of the 11 teams in Hockey East had records above .500. 7 of the 12 teams in the ECAC had .500 or better records.
The four major Conferences in the NCAA are pretty even with each other (with year-to-year fluctuations that you'd expect from any league that has a built-in four year turnaround for any program). In Fox's three years at Harvard, the ECAC hasn't been a weak link at all.
On top of that, because of Harvard's location in Boston, they always play a good number of their non-Conference games against Hockey East opponents. In the annual Beanpot tournament, Harvard is the only team of the four that isn't in Hockey East.
