I agre that there are people who visit doctors and ERs when they don't need to. I don't think a fee solves this problem. Homeless people won't pay a fee (because we can't deny healthcare to the poor) and nervous or lonely people will pay it and still clog things up. The ones who won't pay are those who hate going to the doctor to begin with. They are the ones who will shrug off small things until it can't be avoided and then will end up needing major, expensive treatment.
