It'll never happen because of money and power, but elections and politicking need to be completely overhauled:
1) No more campaign contributions from individuals or corporations. Everyone gets the same amount of money to spend on advertising.
2) Candidates should only be allowed to talk about their own party. No more fear-mongering or complaining about what the other party has done/will do/might do. Run on your own plan.
3) Campaign promises have to be concrete and definable. No "we'll improve the economy" or "we'll cut crime." How are you going to do these things? What proof do you have it will work? If you want to try something, say you want to try it, but it can't be a promise that will result in numbers.
4) If you break more than a certain percentage of your promises, an election is automatically triggered and the leader of the party in question is automatically not allowed to run for office again in that election.
