Man, I have to say, that whole lifting leg argument just sounds ridiculous. In my opinion and from my experience, it looks like and makes sense that he is lifting his leg before the hit in order to transfer his weight into the player. He is not lifting his leg to lessen or minimize contact! He full well knows he is going to hit Leddy and he lifts his leg to increase force and power of hit. The lifting of the leg actually increases force as he transfers weight through the hit. that was how I was taught to hit in hockey, to transfer weight, but obviously not to aim for head. that just seemed like a really stupid and obviously dumb argument.
