So either OP is lying and he owes an unpaid repair bill, or Kal Tire is attempting one of the oldest scams in he book. Either one is very likely

I have spent as much time on car forums than sports forums and bought a lot of tires over the decades and I do not believe this is a common scam at all. Typically the only reason business withhold the keys is because the bill is unpaid. As has been said there's probably more to this story than we have been told.
