My brother owns his own Fountain Tire, and out of curiosity I threw this situation at him. Posters are already correctly advising you, but for what it's worth from someone in the industry:
What they are doing is illegal. They cannot withhold YOUR property from you. The best they can do is document it, warn and advise you, then release the car to you. If this were a thing, there would be nothing stopping any salesman from saying this whenever they wanted and selling 4 new tires every visit.
He suggested that you contact the police and show up with a couple officers to get your property back. And as others have suggested, take it somewhere else and get tires.
