The draw for the group stages will be carried out in three tiers based on the Davis Cup Nations Ranking of Monday 4 February. Nations ranked 1-6 will be drawn out first, followed by nations 7-12 and then 13-18
Canada just missed out on the 2nd tier but it might be a blessing if some stars don't show up in November. If I were one of the other countries, I would not want to draw Canada on indoor hard courts in a best-of-3 sets & best-of-3 match format.

Tier 1: France, Croatia, Argentina, Belgium, Great Britain, USA
Tier 2: Spain, Serbia, Australia, Italy, Germany, Kazakhstan
Tier 3: Canada, Japan, Colombia, Netherlands, Russia, Chile
