I'm not criticizing, but if this is just what works out to a needle exchange, and people are coming in and getting needles and leaving, is it really doing much to help these people?
I mean, I guess the idea is to reduce blood born diseases. And make sure they don't over dose. But if people are just getting needles and leaving, then is it really helping with either of those situations?
