Default Driving a loaned car into the US

Have any of you driven a loaned car into the US?

My father in law, who is listed in my insurance policy as a driver for said car, needs to go to Seattle and we have explored the idea of him driving there (retired, enjoys driving, has all the time in the world, etc..) in one of our cars.

The car is in my name, and don't know if CBSA or Homeland Security in US will give him any trouble for this.

Have any of you done this or heard of someone who has?
Would a notarized letter from me, explaining that I have loaned the car help?
