Pleasantries aside, I personally believe the Flames just weren't sold on Kulak and weren't comfortable with him even as depth. They like Prout better.

It’s more about contract flexibility and what kind of persona Treliving wants to embody as a GM. He loves his flexibility. Kulaks waiver status and growing contract demands were enough for Treliving to split that stock in two. He’s made this kind of business move before.
Treliving has painted himself into a corner with waivers before, he’s unlikely to repeat that mistake if avoidable.
