I think you mean that talent wise Nilsson had the most talent, but his compete level places him behind the others as far as hockey players go.
Fleury played as a 5’4” winger at a time when players at that height generally didn’t make the league. There was a reason why he was able to do so. His level of talent was likely above the other Flame players.
