I believe that's forbidden by the officials' CBA. No matter how incompetent an official is, or how much he screws up, the only control the league has over him is not to give him any games in the playoffs.

Some other unions are known for the things they will do to protect an incompetent member from being sacked. But they could all take lessons from the NHL Officials Association.
