Nah - he turns away just as Benny skates in front of Dell and looks up-ice. It's hard to tell, but that is what he appears to do. If he saw it, he'd call it (and I'm no apologist for ANY ref....).

At :20 you can see O'Halloran looking right at the net, but by the time it begins to change from :20 to :21 you can see him change and look elsewhere.
