I am far from convinced Frolik or Stone could be moved in a deal where we send the full salary and get draft picks in return. Frolik I believe could be a cap dump in a deal where the flames are bringing in a $5M cap hit.

Flames take the Allen contract and risk on (2 more years at $4.35M) and hope that he and Rittich can be a solid tandem. They add a bunch of size and grit in Schenn and Maroon and would have great depth at forward. They are 8 D deep.
St.Louis clears the Allen contract and gives them an opportunity to go after Bob in the summer if they like (might make Taransenko happy) and Smith walks. Frolik is a short term contract and could be flipped at some point or be a nice fit with RoR. They get a 1st and a decent forward prospect in addition to a third round pick.
Basically this is the Flames all-in move. They add a top 6 center and veteran winger with size that will boost thworn2nd powerplay and hopefully get James Neal going. It is another risky goalie move but if BSD is the real deal the risk is minimal.
