16/31 would equate to 3.61 of the Canadian teams making the playoffs if it was exactly proportionate.

Now, I'd say that's pretty unlikely. The only way I can see 3.61 is if they let Connor McDavid in but say the rest of the Oilers stink too much for the playoffs, and he has to play alone. That assumes he is 61% of the team, which seems about right.

Really though, 3.61 rounds to 4, and that's probably where things end up. Calgary, Winnipeg and Toronto in, plus one of Edmonton/Montreal/Vancouver.
