It's not that the faceoff was taken 35+ seconds (it wasn't taken at all...), it was that the ref was still arguing with Peters 35 seconds after. If you have to change a helmet, get a new stick, probably even tie laces, that's one thing. Arguing with the ref 35+ seconds about who's on the ice? That happens rarely and when it does, you get a penalty.
Caps had the exact same penalty called against them against the Oilers last month.

If you are saying it's a call referees consistently make we will have to agree to disagree here.
Fact that it has been called two or three times this entire season suggests to me that it is a call rarely made. Thus not consistent.
