On a coach's challenge, the decision is made by the refs in the building. The Situation Room only provides them with the available replays.
The Situation Room makes the decision on whether or not the puck fully and legally crossed the goal line, including rulings on kicked-in goals and high stick goals. Once it goes to a challenge, it becomes the decision of the officials at the game. This is why you sometimes see two different reviews on the same goal.
They've talked about changing it so that all reviews are done out of Toronto, but they haven't had agreement on that yet.
