I'm always puzzled by the "we didn't know what would happen" argument when it comes to the war on drugs and tough on crime bills. That's a load of bullcrap. You know who knew and were shouting it from the rooftops before day one? Black people! They knew they were being disproportionately targeted and locked up. It didn't take 30 years to figure it out for the rest of society either.
