I guess, it doesn't make much sense to me. Besides Victoria class submarines are slow and not suited to that kind of interdiction.
As well part of the idea of a surface ship is to drag the flag and actually be on display. Its a question of projection
Also in terms of sheer fire power a submarine doesn't compare to a surface vehicle.
