The bolded, like scoring on the PP, is not a response. Every team is trying to do that anyway, regardless of these types of events, and there is nothing more a team can do about it as a result of these types of events. It's not like they are sitting around, unsure of whether or not to bother winning the game, and then decide "hey, they tried to goon Johnny - that's it, we should in this damn game!"
