Instead of making just 1st and 2nd year pros protected, they could change the rule to 1st, 2nd and 3rd year pros if there is a lockout and the expansion draft ins't until 2021.
Every expansion draft has had slightly different rules. Unless they already promised Seattle that the rules weren't subject to change, couldn't the NHL make them whatever they want?
