Yes, this.
I consider myself to be a highly intelligent person, and yet I don't have the skills to adequately assess the body of work of a judge. One, because it's largely unavailable to me, and two because I have no background in the interpretation of laws.
It's just an excuse to let people feel as if they have power over the judicial system. It's a terrible idea as far as I'm concerned.
