I would argue the 'Hawks do not prove you can, but suggest you cannot, as the big Toews and Kane contracts started after their last cup, and they have not won since they kicked in. (They were signed in summer of 2014, but started for the 2015-16 season.)

Although if you are referring to the Pens, then yes, Malkin and Crosby are combined 23% of the cap.

So, yes, you can, sometimes, but not always...
