Main reasons seem to be the deltoid is more convenient, there is less fat to poke through and less nerve endings in the area (this article specifically is about the butt, but I assume leg can be similar). For me, a sore arm would be better than a sore leg too.
Other sites say the shoulder is closer to lymph nodes which could make the shot more effective.
