It’s just less likely than developing one. Your best hope is a team develops two and you can snag one of them. I think the vast majority of goalies are developed by the teams they’re on, with a minority being trades, and a smaller minority being free agents (for above league-average starters, for sure).
Also worth noting that 17/20 Stanley Cup winners had a starter they drafted and developed (if my math is right) and nobody has won without a goalie they drafted and developed since 2007.
