It's probably indicative of being a 2nd tier sport, but it seems like the Roughnecks are directly out to make it a fun evening first, sporting event second. Even their tagline is "Come for the party". Add in the fact that they only seem to play on Fridays and Saturdays, and draw a more typically blue-collar crowd, it probably explains why it has better atmosphere.
Personally, I don't mind that the focus is more on the hockey at a Flames game as I'm not really a ra-ra type of guy either, but it would be nice if they could inject a bit more passion and drama into the evenings. I'm not sure it's something you can just manufacture, but "make some noise" doesn't really cut it.
