She’s right.

Winnipeg had a higher population than Calgary in the early 80’s. The Olympics wasn’t the only thing that pushed Calgary’s economic development forward, but it certainly helped. Today Winnipeg has about half the population of Calgary.

How do you even know she meant that tweet in a derogatory sense?
