For the most part you can't do it completely objectively. But if the real purpose is commemoration of the rock'n'roll greatest figures, you can make better decisions collectively by hearing from qualified groups:
weighted vote from rock'n'roll journalists;
plus, weighted vote from rock'n'roll musicians;
plus, weighted vote from fans.
The above should yield a good and reasonably justified result.
In fact, this is ALMOST what Grammy is doing for the Lifetime Achievement Award for any musician (no fan vote though). RRHOF's process is exactly opposite to objective - it's a privately controlled organization, where decisions are made by a very small group of people.
