I disagree. We have seen multiple work stoppages to fix the economic situation of the NHL. The NHL could totally fix the situation where would not need handouts to pay their outrageous salaries if they wanted to. There totally could be a league-wide ticket tax and building fund. They could even replace the salary cap with a luxury tax and use that revenue to fund areas in small markets. All these things are totally doable, but why would the NHL bother if they could just threaten to move until the taxpayers foot the bill.
