I’m just saying that the black market is strong, and I know several people who see no benefit to it being legalized for them, as it would end up costing them more (for the same product, all shapes, sizes, and forms)

Probably too soon to make those judgements regarding prices considering we have no idea what they will be. The existing mail options aren't really valid examples.
Considering the government stated one of the reason's to legalize is to cut out the black market, I assume prices/taxes will reflect that effort. I doubt the black market would bother absorbing much of a hit to their bottom line to become competitive, may as well switch the capital to... prostitution and gambling?
