And without it being leaked, we never would have known if they redacted the costs related to the bus barns. Or when the report would have been released.
It will include them now and they can claim it always would have, but there is no way to know for sure. If they truly wanted a transparent vote, they would release every known cost, every risk and every potential cost.
It wouldn't surprise anyone if the city has a bunch of these reports and is just sitting on them until after the plebiscite. Then they'll release them and claim the bid process will be transparent to voters.
