Overall luck at the team level shouldn't be a factor in decision making but I think the key decision for the GM is in evaluating if each individual player fits in the role they are put in.

Is my number 1 center a number 1 center on a playoff team? When answering that question deciding if an underperformance the previous year was unlucky, injury related, stalled development, an over performance or indicative of that players real performance is key and has to consider luck.

If you go through your roster and every player underperformed what you believe is their baseline then you are likely wrong because its unlikely that every player underperformed.
