4.5 long term is an entirely reasonable starting offer for a player who's accomplished what Tkachuk has so far. He hasn't even hit 50 points yet.
7 million also isn't ridiculous based on what everyone seems to be expecting out of Tkachuk this year.
After the upcoming season I think both sides will have a much better idea of what they have, and I imagine a long term deal will be much easier to complete. I'm betting on a 5.75x7 signed right after the draft.
