They did a good job of him in DS9, but on Star Trek TNG he was basically the door man from the Jeffersons.
And being that there are very few enlisted men in Star Fleet, nearly everyone is an officer, I'm sure that he was also the guy that would take people's luggage to their rooms and turn down their beds. I mean seriously there was one enlisted rank in Star Fleet, and that was chief, so basically while it sounds cool, he's pretty much the only private on that ship.
