Maybe, MAYBE if it was a minority parliament. But like it or not, the Liberals have a mandate to run the country. If Scheer doesn't like how they are doing it he can get himself elected and negotiate with world leaders at that point. Until then, that's not his job, no matter how badly he wants it.
