It's important to maintain the distinction between corporations and small business here. It is usually small and very small businesses (mom and pop operations) that are paying basement-level wages.
It would be very easy to instill a minimum wage on corporate employment (and it is pretty rare to see corporations pay less than minimum wage).
An easy line in the sand is the $500k small business exemption. Once your profitability breaches $500k, you're subject to minimum wage guidelines.
Might also require industry exemptions, like restaurants.
