Hockey DB has Vail as being originally drafted by Atlanta.

I believe it's simply a case of Atlanta reacquiring the Vail pick before it was made. The 1973 Draft was on May 15, so the second trade would have been a Draft Day deal.
In 1972, the first trade was: Powis and Comeau for Atlanta's 1973 Second Round Pick and $$$.
Then, on Draft Day 1973, the second trade was: Montreal's 1973 First Round Pick; California's 1973 First Round Pick; and Atlanta's 1973 Second Round Pick for Atlanta's 1973 & 1977 First Round Picks and Atlanta's 1978 Second Round Pick.
In the end...
The Flames got Powis, Comeau, and two First Round Picks (CAL & MTL) in 1973.
The Habs got CA$H, two First Round Picks (1973 & 1977) and a Second Round Pick (1978).
